WebYeah it's account wide, but you can still only transmog items for like items, eg cloth for cloth and mail for mail. I'm not 100% sure if there's class restrictions too but my guess is there is - so you probably can't have a priest running around in warlock tier sets. Items you find will only be added though if your character can use that item. Sure is, I forget where the tome drops but you can farm for it like before if you want that green flame. Looks like it is.
